HARRISBURG — Retired Gen. Tommy Franks and others are praising the volunteerism that raised more than $1.1 million by selling stainless steel bracelets for the United Flight 93 memorial.

Franks spoke Thursday in Harrisburg along with state Sen. Jane Orie, who started the "Hearts of Steel" campaign to remember the 40 passengers and crew members who died in the Sept. 11, 2001, plane crash.

Steel companies donated the metal for the bracelets while workers at a component company made them. Volunteers sold more than 100,000 for $10 apiece.

The official 9/11 Commission report says the hijackers crashed the plane as passengers tried to wrest control of the cockpit.

The plane crashed near Shanksville in rural southwestern Pennsylvania. The memorial is to be built at the crash site.
