Midd-West director questions change order delay

LEWISBURG — MIDDLEBURG — Persistent water problems in the newly renovated Middleburg Elementary School have drawn the attention of the Midd-West school board.

At Monday’s public meeting, director Sherryl Wagner questioned why a $4,672 change order to repair and replace storm pipe clamps took so long to be approved.

Referring to documents that showed repairs were ordered during the summer months, Wagner asked why approval for the expenditure was only reaching the board at the end of the year.

Board President Victor Abate had no explanation since Wesley Knapp was serving as superintendent when the problem arose months ago and had authority to approve all change orders under $25,000.

Following Knapp’s resignation in October, all change orders, regardless of cost, must be approved by the school board.

Business Manager Lynn Naugle said the change order only recently reached her desk.

Water problems had plagued the elementary school during the renovations, solicitor Orris Knepp III said, but he couldn’t explain why the repair wasn’t approved in July when the contractor, Frey Lutz Inc., of Lancaster, was told to replace the clamps.
