State House expected to debate ’hybrid’ pension plan

HARRISBURG — A proposal backed by Gov. Tom Corbett to overhaul Pennsylvania’s pensions for future state and school employees is up for discussion in the state House of Representatives.

The proposal sponsored by Republican Rep. Mike Tobash is among a number of amendments scheduled to be debated Tuesday.

Tobash’s amendment would combine a limited traditional, defined-benefit pension with a 401(k)-style defined-contribution plan that would provide a smaller benefit than employees get under the present system.

It would not affect the hundreds of thousands of current state and public school employees.

Opponents include the state’s largest teacher union, the Pennsylvania State Education Association.

The PSEA says the proposal would not produce short-term savings for taxpayers and would undermine the retirement security of future employees.
