Northumberland council signs off on trail grant applications

— NORTHUMBERLAND — A plan to build a walking trail on the perimeter of Liberty Hollow was presented to the Borough Council at Tuesday night’s meeting.

“The idea,” said Ann August, who writes grants for the borough, “is not for this to be a bike path, although that too might be possible, but to have a safe way for kids to walk safely down the hollow.”

August said a $7,000 Water Resources Education Network grant might be available for an engineering study to analyze the feasibility of a trail. “It’s also possible, if we get the grant, that what we do could work in tandem with the Liberty Hollow Green Infrastructure study and ensuing project.”

Brian L. Book, a senior associate environmental engineer with Hazen & Sawyer, of State College, the firm handling the Liberty Hollow Green program, joined in with August, mentioning several Chesapeake Bay Trust Fund grants that would become available this summer that could be applied to the Liberty Hollow plan.

“Those applications are due at the end of next week,” Book said. He asked for — and received — approval from the council to develop grant applications for design in the amount of $50,000 and construction and implementation in the amount of $250,000.

“There may be other monies available,” Book said.

At the start of the meeting, Jason Alba, of epetlicense.com, sought approval of an arrangement to handle the licensing of pets in the borough in connection with the new cat ordinance.

But borough solicitor Ryan M. Tira, citing a possible liability issue in the language of the proposed agreement, would not recommend that the council approve the document. Alba, whose company licenses animals in other jurisdictions in Northumberland County, agreed to consider a change in the language.
