Appeals court reverses reassessment decision

— MIDDLEBURG — A state appeals court has reversed a Snyder County Court reassessment decision on two Middlecreek Township properties.

Now the county has to decide whether to appeal the matter to the state Superior Court or allow the decision to stand.

County solicitor Robert Cravitz said the decision could impact counties across Pennsylvania in dealing with reassessments.

The issue surrounds the transfer of two properties consisting of 122 acres by Richard and D. Elaine Krohn to their son and daughter-in-law, John and Pamela Krohn.

Following the land transfer in early 2010, the county board of assessment changed the assessed value from $2,090 to $3,770 based on the land purchase.

John and Pamela Krohn appealed, charging the county with spot zoning.
