Animal cruelty charges filed against 83-year-old Herndon woman

MILLERSBURG — Animal cruelty charges have been filed against an 83-year-old Herndon woman who allegedly left her pet dog, Betsy, chained up by the neck in a vehicle for two hours as she shopped Saturday afternoon.

Phyllis Lubold was cited for cruelty to animals after state police at Lykens found her one-year-old fox terrier and Jack Russell mix dog chained by the neck in the unattended vehicle parked at Weis Market in Upper Paxton Township, Dauphin County, court records said.

Police said the animal was chained in a manner that could have caused her to choke.
