In harm's way

The other day as I made my way home from shopping in the town of Lewisburg, I came upon two young men running against traffic on Route 192. As an oncoming vehicle approached, the runners failed to yield the right of way. This forced the oncoming vehicle to veer into my lane. Thankfully, there was ample time to react.
I would like to say I think it's great that these people wish to achieve physical fitness. What I can not understand is why? With all the gyms and available running trails in the immediate area, why they would choose to put themselves and others in harm's way.
If a child rides his or her bike or skateboard on the sidewalk they will be fined. If you jaywalk, you will be fined. If you drive 15 mph in a 55 mph area, you will be fined, and for good reason. These laws are to protect the public from harm. There are many laws to protect the pedestrian from the motorist. Where are the laws that afford the motorist the same measure of equality?
