Cheers and jeers


Cheers: To Christopher N. Wolfe, who volunteered to fill a vacant spot on Northumberland Borough Council. But after only 21 days in office, he had to resign after learning he had not met the borough's residency requirement. It wasn't until Monday that he was made aware of Article IX of the Borough Code, which was amended in May 2012, which states that one year of residency is required for appointment to the council. "I have only been a resident since July 6, 2012, which makes me ineligible for the appointment," he said. The confusion, he said, stemmed from an older version of Article IX, which said appointees only needed to be a registered elector of the borough.
