Suspicion is not conviction. The innocent-until-proven-guilty people are not "secure in their persons" if a key element is being kept in an official file, whether that element is DNA spit or fingerprints.

Free and innocent citizens should be able to live lives below the radar against the possibility, remote as it may be, that someone in higher authority or the police themselves go rogue with their power and authority.

When you get right down to it, liberty is a little bit protected by a messy sock drawer.
