Yes, Obamacare has been authorized, but if Congress refuses to fund it, no money is supposed to be spent on it and it does not get implemented. But we now have a situation in which Obama is declaring money shall be spent to try to persuade Americans to sign up for the so-called "insurance exchanges." This is money that has not been appropriated by Congress.
There is an impasse facing our country. Even some of Obama's staunchest supporters, including the labor unions, have declared that Obamacare is unworkable. Sen. Max Baucus, the senior senator from Montana who helped to write the bill, declared that Obamacare is a train wreck coming down the road. Poll after poll reveal that the American people don't want Obamacare. Never before has a President, when at loggerheads with Congress over a disputed piece of legislation, imperially declared that he will not negotiate the differences.
The ironic part is that the Republicans in the House have voted for a continuing resolution to fund everything at the very same level as was spent during the 2012-2013 fiscal year, except Obamacare.
Obama has decreed that since the House has refused to fund Obamacare, he will start shutting down the rest of the government, beginning with those parts which will affect the citizens most adversely and thus cause people to put pressure on their congressmen to cave in to Obama's demands to fund a law which most of the public doesn't want. Anyone who follows the news without having it filtered by the liberal news media has to conclude that it is Obama who is shutting down the government.
Our constitutional republic is at risk, not particularly because Obamacare will or will not be implemented, but because of the general lawlessness of the Obama administration.
