I salute Representative Fred Keller for obtaining a 45-day extension and asking for another 45-day extension. I salute commissioner John Showers for having placed in the Union County Library several binders of materials related to the En-Tire Logistics' request to burn tires to produce electricity.
In the materials at the county library, on ALL 4 letterhead, "Re: …Inhalation Risk Assessment and Air Quality Modeling Report Addendum," dated November 16, 2012, to a Harrisburg DEP official, states, —¦Carcinogens — Aggregate inhalation risk from all substances is not more than 1 in 10,000,000," and (thus) —¦"it is understood that a multi-pathway exposure assessment for the WDE facility is not required."
I thus must ask, what toxic chemicals and fine particles (particulates) will not be identified as a "multi-pathway exposure assessment ... is not required?" I did not see in the information at the library a letter to DEP dated December 4, 2012, from Dr. Sherri Mason of SUNY, an atmospheric chemist, that states, —¦the emission factors in the Plan Approval Application are not scientifically valid." Also, the transcript of testimony, almost all of which was critical, from the May 2 DEP public hearing was not included. Full disclosure is needed.
There are so many new concepts, words, and acronyms to understand in order to make an informed decision. TDF, HAPs, VOC, AERMOD, UTM, and to quote again from the ALL 4 letter, "For Hg, cancer risks are not evaluated, but the chronic Hazard Quotient (HQ) is, 1,1E-04 and the acute HQs are 2.2E-03…"
Representative Keller's and Commissioner Showers' leadership is again needed.
We need a 12- to 15-month delay and the materials, all the materials, need to be placed in area county libraries, university libraries, and high school libraries. This will provide all downwind citizens and students an opportunity to study, learn, and make an informed decision. For our youth, this represents an extremely practical learning, leadership, and community service opportunity. We are obligated to allow everyone, but especially our youth, time. Something this important and complex should not be rushed.
