Plans doomed to fail

---- — One certainly wishes the newly expanded Court Appointed Special Advocate (CASA) program in the Valley all the best, but one is skeptical.

Until the legislature recognizes that child neglect is abuse, nothing much will happen, regardless the rhetoric of some. The notion that saving money is a major benefit of the program is bizarre; the fact that child welfare and safety should be the prime goal is not mentioned in the article.

And fewer personnel and funds in the region will not get the job done. Too many children get returned to the same homes where they were at risk previously, and only legislation will correct that. Even now, workers are overtaxed, not having sufficient back-up and resources to do the job for which they are trained. The plans outlined are doomed to failure.
