Get a real budget

— As our governor unveiled his budget last week there were some really head scratching items. Think that, after basing previous budgets on a 1.4 percent increase in revenues, Tommy Boy based this one on an anticipated increase in revenue of 4 percent.

Early tax revenues through half of the fiscal year are down so we already are behind and yet the governor slogs on. Job creation in the Keystone state is still declining under this administration from 12th in the nation to 48th just in the last three years.

While I was not a big Ed Rendell fan at least businesses wanted to be in Pennsylvania unlike now. Does anyone run their personal budgets like this? Maybe you say I project I will win the lottery and then I can pay some bills. Sure.

Additionally Calculator Corbett is going to raise $75 million by lifting a moratorium on gas drilling in state forests. This number is based on estimates by the people who seem to run the Corbett administration: the gas companies. It is uncertain how many acres are available due to current leases or whether non-surface impact drilling can be done or where? Once again an unknown factor giving us revenue, what a magician.

Last, but not least, this revenue that may not even come to the General Fund will be used to help fund the DCNR. Think of this and let it percolate: DCNR, which regulates the gas drillers, would take money from them and still be able to be a regulatory watchdog. What could go wrong there?

These mythical monies coming the states way would also go to funding state parks. A noble idea actually if we were sure to realize the funds and didn’t have to blow through some cash reserves already set aside for this purpose.

Make the gas companies pony up the money they’ve been supposed to be giving for road maintenance and all other fees. Make sure that a state with the highest paid governor and the second largest legislature in the country is getting a real budget with actual revenues not projections and maybe we can recover from what I like to call the Corbettclypse.
