Route 11 flood closure project shifts lanes

DANVILLE — Work on the missing link in Danville’s flood control system is expected to shift to the middle lane of Route 11 next week.

Phase 3 of the project, which remains on schedule, will be building the closure structure which is a removal stop-log structure that can be installed quickly and removed quickly in the event of flooding, said Steve Wilver, director of bridge design for Larson Design Group in Williamsport.

For the next phase, one lane of traffic will be maintained in each direction of Route 11 with both lanes pushed to the north of the existing highway.

For the current phase, both lanes of traffic have been pushed to the south, he said.

The first phase of the project at Routes 54 and 11 at Mahoning Creek was setting up the detour, installation of temporary traffic signals and retiming existing systems because of the detour, he said.

For the current and second phase, contractor Susquehanna Supply Co. is working in the northern portion of the project closure structure where floodwalls are being tied into the existing levee and concrete floodwall, he said.

The detour is expected to remain in effect until Oct. 31.

The cost of the construction is $1.48 million. Officials have said if the system had been in place in September 2011, millions of dollars of damage from a flooding Mahoning Creek could have been prevented at the Danville Middle School, Danville’s sewage treatment plant and businesses along Route 11.

The project, begun July 23, is being funded by nearly $3 million in state grants which also cover engineering costs and inspection fees.

In the fourth phase, the project will be moving to the south with traffic shifting to the north so the contractor can work in the northbound lane of Route 11.

Wilver has no completion date set for that phase. Susquehanna Supply is constructing the closure structure across the North Shore Railroad line and the rail owner is replacing the Route 54 crossing and upgrading railroad signals. A different contractor will be doing that work.

The final phase, or fifth phase, will be clean-up, seeding and mulching.

There has been some discussion on some final paving which may need to be done next year because of time restrictions and temperature, “but that hasn’t been resolved. The actual flood control structure should be done this year,” Wilver said.

The completion date for the entire project is Dec. 20.
