Levee certification may not be too costly

DANVILLE — The borough of Danville may have its flood levee system recertified without major expenditures, according to Borough Council Vice President Bill Rogers.

“This is good news,” Rogers told council members Tuesday night.

About every decade, the Federal Emergency Management Agency requires the flood protection system to be recertified.

The borough was in the process of having the system recertified a few years ago. A study conducted concluded the system met minimum requirements, said Dan Knorr, Danville administrator of governmental affairs. Recertification was on track for 2012. Then the 2011 flood hit.

After the flood, FEMA officials said they wanted a further analysis to make sure the system met minimum requirements.

The borough recently received the results of analysis done by flood engineers AMEC, Knorr said.

Danville had budgeted the $18,200 for the study in this year’s budget.

The minimum requirements require that the entire levee system is 2 feet higher than the 100-year flood level.

Knorr said the analysis will be presented to the borough council’s flood committee. If it looks good, the committee will recommend the council accept the report which would then be submitted to FEMA to seek recertification of the system.

“This is what FEMA has been asking for despite the 2011 flood,” Knorr said of the updated analysis.

When asked by councilman Bill Hause about flood insurance, Knorr said that was a separate issue through the National Flood Insurance Program.
