Montour County Senior Center lease plans progress

DANVILLE — Plans are progressing toward Community Development Block Grant funds being used to finance a long-term lease for the Montour County Senior Center.

The Montour County commissioners on Tuesday approved legal and appraisal services for the lease.

Attorney Angela Mattis, of Danville, submitted the only request for proposals for the work at $114 per hour. She will be assisted by Attorney Robert Buehner Jr., said Jamie Shrawder, of SEDA-COG, which administers the CDBG program for the county.

Two bids were received to appraise the center at 500 W. Mahoning St. The commissioners awarded the contract to lower bidder Real Estate Appraisals and Marketing Associates of Sunbury with a quote of $1,800. The Bowen Agency submitted a cost of $2,000.

Shrawder said the appraisal is necessary to obtain a value so they can start the lease payment negotiations.

Mattis will assist with lease negotiations and will prepare the lease, Shrawder said.

The commissioners propose a 20-year lease for the center to assist the Columbia-Montour Aging Office with rental payments of the building in Danville owned by Danville borough.

Following a public hearing, the commissioners approved modifications in 2011 CDBG funds.

They are $102,760 for the senior center lease which will include $80,566 for accessibility improvements by the Montour County Historical Society until it is ready to move forward with the project, $6,922 left from an architectural barriers removal project at the Sunnybrook Park pool and $15,272 remaining from a sidewalk project at Church and Market streets in Washingtonville.
