Neil F. Shiffler II, 64, Lewisburg

— LEWISBURG — Neil F. Shiffler II, 64, of 100 N. Third St., passed away on Wednesday, Sept. 11, 2013, at Geisinger Medical Center, Danville.

He was born Jan. 30, 1949, in Harrisburg, the first child of Ruth Garman Shiffler, of Lewisburg, and the late Neil F. Shiffler.

Neil grew up in bucolic central Pennsylvania, Lewisburg, where much of his youth was spent centered around Scouting. Rising to the rank of Eagle Scout, he was a member first of Boy Scout Troop 538 and then Explorer Post 2538. In 1964, he was pleased to attend the Valley Forge Jamboree. Later, he would go to the Philmont Scout Ranch in New Mexico, where he would have an opportunity to test his skills as an advanced Scouter. He enjoyed for many years being a camp counselor at Camp Karoondinha, Millmont, and also at a summer camp for kids on Lake Winnipesaukee, N.H.

As a youth, Neil also loved to play baseball and had great success both in the Lewisburg Little League and Teener League, playing for the Robins, the Cardinals and finally for the Doebler’s team.

Neil graduated from Lewisburg High School in 1966 where he was an outstanding wrestler. He went on to be a four-year letterman in wrestling at Bucknell University while receiving his bachelor of arts degree in psychology in 1970. There he was a loyal member of Lambda Chi Alpha Fraternity and for several years its social chairman.

Following graduation from college, Neil chose social service employment, working first in a psychiatric hospital in Pittsburgh and then as a juvenile probation officer for the New York City Department of Probation. These initial endeavors would set him on a career path of social service for the rest of his life.

Most of Neil’s professional career was spent in Sacramento, Calif., where he lived for 31 years. During that time, he worked in diverse social welfare environments where he acquired vast experience in intervention strategies. Neil began his career with the California Indian Manpower Consortium, helping American Indians gain training and employment with his careful writing of grant proposals to aid their efforts. Next, he designed and implemented a multimillion dollar, decentralized youth employment system for a local California governmental agency. Neil went on to do extensive policy research and analysis as well as planning and administration for the California Department of Social Services welfare-to-work programs. It was during his tenure with the government that he earned a master of social work in community organization, planning and administration from California State University at Sacramento.

Always an adventurer, Neil retired from working for the State of California in 2005 and moved to Chiangmai, Thailand, to experience life abroad. There, although formally retired, he taught English to the native Thai people. Subsequently, Neil returned to his hometown, where he lived his final years.

In addition to his mother, he is survived by three brothers and two sisters-in-law, Alan Shiffler and Monica Lam, of San Mateo, Calif., Dale and Marcy Shiffler, of Menifee, Calif., and Douglas Shiffler, of Lewisburg. He also is survived by one sister, Sandra Shiffler, of Lewisburg, as well as three nephews, Brian Shiffler, of San Mateo, Calif., and Jordan and Brett Shiffler, of Menifee, Calif., and one great-niece, Jenalyn Hart-Shiffler, of Menifee, Calif.

The family would like to extend its sincere and deep appreciation to all those who helped care for Neil.

A private memorial service will be held at a later date.
