New DEP Regulations Affect Horse & Other Animal Owners: Workshop to Explain Regulations

MIDDLEBURG — Any person who produces or receives animal manure must have a manure management plan (MMP). Many may also be required to have an agricultural erosion & sedimentation (E&S) or conservation plan.  Both sets of regulations are enforced by the PA Department of Environmental Protection (DEP).

Equine owners are not exempt from these new rules, regardless of whether they are used for draft purposes, riding or pleasure. Also, people who raise or house animals such as emus, guineas, ducks, alpacas, llamas and other exotic animals would need a manure management plan and follow DEP’s environmental regulations.

The Snyder County Conservation District (SCCD) is working with Pallas Hill Alpaca Farm to conduct a workshop about the new manure management and other environmental regulations geared towards horse and other “non-traditional” animal owners and operations. It will be held from 10 a.m. to 1 p.m. June 1 at the Pallas Hill Alpaca Farm, 1843 Hoffer Road, Mount Pleasant Mills. A light lunch will be provided.
